Block is napping after his meeting with The Chairman at his suite on the top floor of The Crystal Palace in the Bahamas. The Chairman asked him to visit an expert on oil whose laboratory is off the Gaspé peninsula in Canada. Oil has been slowly vanishing from tankers in mid-ocean and The Chairman wants it stopped.

Awakened from his sleep, he is confronted by the beautiful Lanette, the twin sister of The Chairman's new helpmate. She has come to help Block in his assignment, but Block is so taken by her yellow eyes, she ends up helping him with much more.

As they relax after a pleasant breakfast, their mutual enjoyment is disrupted by figures crashing through the windows of the suite. Grabbing their automatics, they find they're under attack by successive waves of sub-teenagers hanging from ropes on a series of helicopters. After successfully repelling the attack, a helicopter rises above window level with a young women, thin lipped and beak nosed, foaming at the mouth, jumping up and down in rage. It veers out of range as they try to down it.

Thus begins Blockage, the 2nd book in the Block series. Block and Lanette follow the trail of the missing oil and the raging woman, Karen Carenson, to Gaspé and then out into the Atlantic, slowly realizing the extent of the evil they're tracking.

At the same time, Karen Carenson, probably the most evil character ever penned, is tracking Block in an effort to get him in her deadly clutches. While Block is tracking her in real time, though, Karen is reliving her short life, dwelling blissfully on the misdeeds she has perpetuated on her fellow man since the tender age of six, from the murder of her father, the imprisonment and torture of her mother, and the seduction of her uncle to her acceptance as procurer and sex partner to some of the most powerful men in the world.

The final conflict ends in mid-Atlantic after Block paraglides onto her command cruiser for the ultimate confrontation.
